One inbound E3AP event, POD-flat for a clean SWIG crossing.

payload carries the opaque E3SM bytes for indications (protocol_data) and xApp controls (xapp_control_data); it is empty for subscription/setup responses and acks. Fields not relevant to a given kind are left zero.
